How do companies get away with this?

My partner just started a new job this week. She was really excited about it and happy enough with benefits and pay leading up to the start. Then she’s sitting in on an onboarding meeting on her second day where she is told by HR that when the office is closed, she has to use PTO. It’s not like they gave a generous amount of PTO to compensate for holidays either. She had more PTO at the last job. It’s the kind of underhanded thing that sucks the life and motivation out of new employees before they even get started. Why does anyone think this is an okay way to handle things? Im not looking for advice or anything here, I guess. I just wanted to scream about it somewhere that wasn’t going to discourage her even more.
