How do I report wage theft if it’s not my wages being stolen? (Chicago, Illinois, US)

This week my wife and I went to a Subway, and as I was paying the person working there (for whom English was clearly a second language) tried to tell me not to tip using the credit card machine because his boss takes all of those tips. They had a tip jar in front of the register that they get to keep the tips from, but since most people pay with cards now you can imagine that it was almost entirely empty. So I want to report this Subway location for wage theft and at least try to get an investigation started, but I can't find any way to do that if it's not my own wages being stolen. The problem is, if this franchise owner is hiring people who can't speak English very well, they might not have the resources to report this themselves if they even realize that…

The problem is, if this franchise owner is hiring people who can't speak English very well, they might not have the resources to report this themselves if they even realize that what their boss is doing is illegal. How can I report this in a way that could possibly get those workers some justice?
