How far in advance is too far?

Hello, ​ I've recently accepted a new position at my current job (PA), and we have been given our schedules all the way through the month of August. I'm curious as to whether or not this is okay to do. We we're kind of kept in the dark as far as when changes were coming, when positions would shift, and so on. ​ I know PA requires a 24 hr minimum as far as notifying employees about shift changes, and that schedules should normally be written two weeks out. Is there a maximum though? Four months prior seems a little egregious and as we all know, things happen and people need to move things around. ​ I'm just curious as to whether or not this is simply just something that is annoying, or something that should have never been allowed in the first place.
