How to ask to be promoted to a management position?

Background: I graduated with an MBA in 2016, and I have over 8 years of experience in my field. Based on my education, years of experience, and skill set, I am qualified to be a VP and even have former colleagues at a VP level or higher at other companies in my industry. I've worked for my current employer for 2 1/2 years now and started as a senior position. Last years I was promoted to “lead,” which is a BS title since no other departments at my company have senior positions. I lead my departments programs, puresuade the executives to purchase a better software which I alone am implementing and establishing company-wide, and, next year they want me to learn all about ERM so I can establish that too which integrates with the software we purchased. I have 3 people under me in my sub-group, but there's another 7…

I have 3 people under me in my sub-group, but there's another 7 in a different sub-group within my department. I do everything except approve PTO and HR stuff, which I am capable of. I just don't have the authority to do it. When i was promoted to Lead I asked why not manager (management gets higher pay and bonus tier) I was told there wasn't enough people to be under me. I believe after I get the ERM program written up and started, I should demand to be promoted. I like the company and my direct boss is awesome; I just don't like that they are keeping me at a lower level while all my skills and what I have done and am doing justify me to be much higher.
