How to deal with reduced performance from Work From Home?

Hi everyone, to start I am 100% for work from home (WFH). Some employees seem to thrive with the WFH environment, but I have also found some employees simply underperform when WFH. I totally get both. Some people are more efficient with people and support around them. Other people are able to concentrate and zoom through work without the distractions/interruptions of an office environment. My question is how do you manage a team where 75% seem to perform as well or better in a WFH setting but 25% seem to underperform in a WFH setting? While the 75% may be picking up the slack of the 25% so overall performance is the same, is it fair to the 75%?

While the 75% may be picking up the slack of the 25% so overall performance is the same, is it fair to the 75%?
