How to legally use up all my EIB hours?

I’m writing this post on behalf of my mom. My mom is planning on retiring relatively soon. She has worked at the same company for 25 years and currently has around 900 EIB (extended illness) hours, that her employer says she cannot cash out when she retires. My mom does suffer from a serious heart condition and would like to somehow use her EIB hours before she retires. Any suggestions on what she can do? Should she utilize FMLA? Im reading up that the max amount of time she would be able to take off is 3 months? 900 EIB hours would equate to roughly 6 months off of work for her and she does have a medical illness that she can use an a justification.
