HR says I was owed a pay increase starting 5 months ago. Manager is “still looking into it.”

Don't know if this gets deleted for being a bit of a personal rant. Just looking for advice and to vent. I have it in email from the head of HR that I should have gotten a pay increment starting at my 2 year anniversary. That was in September, and now it is February. I have forwarded the email to my manager and followed up repeatedly but the response is always that he is looking into it. Since I have clear proof from HR is there some way I can go straight through them and supersede my manager? And am I correct to think I should now demand backpay for all these months as well? If I were to quit (seriously considering for reasons not limited to this), would there be any legal recourse for getting this backpay?
