Husband is getting 5% pay cut because he works “remote”

I use quotes for “remote” because he's been going into the Virginia office and not Maryland office. HR said he's based out of the Maryland office so the 5% pay cut is for cost of living. Funny since Northern Virginia's COL is more than Maryland's COL..
