I broke my collar bone but my boss expects me to work normal hours

I broke my collar bone 3 weeks ago (outside of work incident). I was out on paid medical leave for a week. Because it’s an office job I was told I should work remotely until the New Year (we’re hybrid usually). However, I wanted to go back to the office earlier because my role is sales (outbound and inbound) making calls in my bedroom alone can be be demotivating. It’s so much easier when there’s a team right next to me doing the same. Last Thursday I went in 90mins late so I could avoid rush hour on London public transport after clearing it with my manager. However, I wanted to go back to the office earlier because my role is sales (outbound and inbound) making calls in my bedroom alone can be be demotivating. It’s so much easier when there’s a team right next to me doing the same.

Last Thursday I went in 90mins late so I could avoid rush hour on London public transport after clearing it with my manager. However, when I started packing up at 3:30pm my manager asked me what I was doing and said if I got in late, I had to make it up on the other end.

I still left early that day but this morning I got an email from my boss saying he was happy to be flexible regarding my hours, but if I got in late I had to start late and if I wanted to leave early I had to be in early. He also said that if it was unsafe for me to be on rush hour tube services then I should work from home until I was healed.

Now my contract clearly states my hours of work are 9-5, so really I’m not sure how he can mandate I get in earlier or leave later?

I’m thinking I can head in but keep leaving early, especially as I have an injury?
