I don’t understand office work.

I work in healthcare and have recently taken on a new job with a government body in my country. The job means I transcend one specific area as it is largely to do with training and exercising for the entire geographical area (a large area with a large population). I do not understand what I am seeing. People openly don’t work. If they work from home, they are realistically doing nothing. This is known by team leaders and managers and yet it’s deemed acceptable. I am very pro worker. I am a member of two unions. I believe that we should be moving to a 4 day week, and that our current system is appalling and weighted heavily against workers. But what I am seeing also makes me upset. This government agency is to do with environmental issues, and has extrinsic value and worth.

Is this just a culture shock, and this is a known thing for office work?
Or have I pulled back the curtain on government work for myself?
