I hear a lot of talking about the fight for $ 15/hour minimum salary. Is that 15 + taxes or taxes included?

As a non-US citizen I'm just wondering. Here (Italy) the minimum salary is 6 € hour + taxes, which is around 10 € hour. So a minimum wage of 15 dollars plus taxes would be more than we have in italy (which btw is not enough to be fair, obviously), but 15 dollars tax included is really… Just slightly more than we get? Given how 1 dollar = 0,94 euros. If that's the case, the fact that the minimum salary is even lower than that in most of the US is really bloody disgusting Thank you for any replies
