I think manager is trying to make us quit by giving us 0 hours.

I was hired as a banquet server at a franchised hotel about 2 months ago. Coming in with 3 years of experience but sadly most of my coworkers have been there for like 20 years so it is hard to compete with that kind of experience. Work is slow now and nobody told me it was gonna be that slow. On you of that, a new banquet manager arrived. There are things in banquets that you can do through many ways but he wants you to do it his way. This week me and the other coworker had 8 hours/1 day and he ended up cutting our hours to 6 hours. For next week, both of us got 0 hours. I want to mention that the new manager owns a staffing agency that apparently used to help our hotel, so my impression is that he is trying to get us…

Should I have a discussion with HR and apply for unemployment? Looking at my job offer letter, it has me as part-time but no mention of min hours. I live in California.
