If a former colleague’s company publicly announces they will be laying off, should I reach out and tell them I’m thinking of them and hoping for the best?

Or is it better to stay quiet? I want to be supportive. I should note I’ve been connecting with this person in hopes of getting a job at their company. So I want to build a supportive relationship and not have every outreach be me asking for a favor. Thank you!
