Interpretation of NC Policies

One of my friend had recently joined a small family business back in January. After being treated miserably by her toxic coworkers, she wants to quit this position. But the irony is that the HR of her company is giving vague answers when asked about the NC policies that are present in this company. I read the policy wherein it's clearly mentioned that the NC is 1 month but her HR is stating that it depends on the said employee & not what's written on the contract. Could anyone please help me out in elucidate this contract? For example, if she wants to hand in her letter on 31st July, so will 31st August be her last day at that shitty firm?
