Is a company breaking any laws allowing only part of their workforce to WFH but denying the other portion?

I know this isn’t a typical anti work post, but I am genuinely wondering if there are any legalities to allowing a portion of your workforce to be fully remote but denying the other portion any WFH or Hybrid options? Company operates in California, btw.
