Is it illegal for my boss not to pay me and my coworkers on payday, after not getting paid for 2 weeks? Is this a justifiable reason to quit on the spot.

Im a dish washer. Most of the sinks don’t work, we have no towels today for me to dry things and dry my hands, and this is the second week within 2 months that he’s failed to bring in our paychecks on payday. Am I justified to be pissed or this normal for jobs? (This is my first real job, used to resell.) I owe people money and need money to buy shit for myself. Opinions?
