Is it illegal to require a FT employee to use their PTO to fulfill a 40 hour week?

Hello! I work for a company in PA which I have individual clients, and I bill clients individually, per session. Usually one hour sessions. I was hired as a full time employee, and receive health and retirement benefits. I was hired about a year ago, and now that I’ve been there almost a year my company told me they are “shifting their expectations” of me. They told me that I must have 25 billable hours in order to account for 40 hours of work. If I do not have 25 billable hours in a week, than I cannot account for a 40 hour work week. For example; if I had 25 client hours scheduled throughout the week, and five of my clients cancel or don’t show up, I MUST use 5 hours of PTO in order to account for and receive pay for a 40 hour week. Is this legal?…

Edit for clarification: My clients are provided to me by my employer, I do not have the ability and I am not allowed to source my own clients.
