Is it legal to change someone’s start/ clock in position, costing them time, expenses and money?

So, I for years, have clocked in at one location (central working hub) and traveled to wherever my work for that day was needed. Once I clocked in, I started getting paid, and also began to accumulate mileage for my travels from that point. I drive an hour to get there, BTW. Now, my boss has me clocking in at different locations, starting there, now making my commute 1 hour and 15 minutes, and no longer accumulating miles for this. So, I'm driving more, spending more time wasted, and having to pay for the additional fuel and wear/tear out of my own pocket. This seems deliberate and not necessary. I'm scheduled to do this every morning, work or no work to be done at that location. Is this legal?
