Is it legal to cut pay for hours already worked?

TEXAS. I work at a corporate daycare and threatened to quit. My director said if I quit on the spot no notice they’ll cut my pay to minimum wage (7.25) from 19.50 for my last paycheck, hours already worked. I didn’t sign a contract only an offer letter.
