Is it legal to withhold 15 minute breaks?

Let's say an employee is working enough hours to quality for a half hour unpaid break and then two 15 minute paid breaks. Is it legal for management to say “we're not going to do 15's today, just 30's because we're so busy,” I feel like it isn't but who knows w/ the fucked work system here in America. Without naming the company, it's large, well known retail store.
