Is it normal to do “training” as part of the application process, before I’ve been offered a job?

I applied to be a ticket taker at a big concert venue in the U.S. and after a first interview I filled out all these forms. Then I got an email saying that I need to take two “online courses” which are 45-60mins each, one for “Responsibilities of a Team Member”, one for “Sexual Harassment in the Workplace”. Is it normal to be doing all of this training, which is unpaid, before even being offered a job? The application said high school diploma is “preferred” so it's not exactly highly skilled. I talked to my mom about it and she told me to just do it, and said “why are you confused, why is it even a question? if they want you to do training then do it.” But I'm trying to protect myself and make sure I understand what's going on.
