Is it normal to get yelled at for being on your phone for 45 seconds right before clocking out?

So a little backstory, I worked in a hellhole known as Costco, which is different for nearly everyone. I was still on my 90 day probational period, so I was working as hard as I could constantly. After an 8 hour shift, I start to walk down a 100 meter hallway, and pull out my phone to check the time, texts and what not as I’m about to clock out. A manager meets me at where I clock out, and asks if I’ve clocked out yet. I reply with “no” and he just goes off. The man starts yelling about no phones allowed and that I can’t be on it and that I can use my phone during break. I completely understand that I should only be using my phone during break, but is this a normal thing? Even when you’re seconds from finishing your shift?
