Is it worth me providing advice to senior manager/s about toxic team?

Hi there, Have currently moved to a new short-term job while taking extended leave from my previous employment of around a dozen years. I plan on giving my resignation in the coming weeks. I was offered the opportunity to lead a new team that was being created, the primary place of work and senior leaders are in an out of state town. Turns out that it was a horrible and toxic team, local staff were amazing, out of towners were very bad, frequently giving staff warnings, performance management, un attainable work goals. They even attempted to reprimanded me for asking if I could provide shadowing to someone on training who had just been placed on performance management. Have currently moved to a new short-term job while taking extended leave from my previous employment of around a dozen years. I plan on giving my resignation in the coming weeks.

I was offered the opportunity to lead a new team that was being created, the primary place of work and senior leaders are in an out of state town.

Turns out that it was a horrible and toxic team, local staff were amazing, out of towners were very bad, frequently giving staff warnings, performance management, un attainable work goals. They even attempted to reprimanded me for asking if I could provide shadowing to someone on training who had just been placed on performance management. The staff turnover was large, about a quarter of new onboards would not complete training and be let go, the others would come un-done at a later time.

This eventually took a massive toll on me as local team lead, I tried to be the mud flap, deal with emotional fallout of stressed employees and ended up taking stress leave myself, seeing a therapist and going on medication. I attempted to raise the stressing points upon my return, however it fell on deaf ears

While I have mostly moved on, I feel I owe it to the local staff to highlight the worrying nature of the out of town team, both to try and make it better for those who needed the job and to help me clear my conscious/get it out of my system.

Is it worth me composing a professional letter to the out of towners senior leadership and advise my general experience at a similar time to my formal resignation? If not, what would you do?

In no previous area of this workplace did I experience anything even close to this in my tenure.

Oh, and my new workplace is very nice.
