Is this/should this be illegal?

My girlfriend works at a certain “fast food” joint that happens to sell spaghetti and chili. The food may be good, however, I have witnessed some sketchy behavior from the management there. I am not sure if this is standard practice or not, but I feel like this is a loophole in the system. Instead of firing people, they literally schedule them 0 hours. Employees that have this happen to them end up calling in and wondering when they work again, and they just say they “don't know yet.” Eventually, they just stop calling and disappear. Funny thing is, they are still listed on the clock in machine, but with no hours. There are dozens of people on there that haven't been to work in months, and I have seen them working full time elsewhere. Is this legal?
