Apperently they had there status changed with the state to being some sort of necessary employer because they make food (sub rolls) . They circulated the memo the day after bodies were being pulled from cars and snow mounds of people who were trying to get to work the day the blizzard started (apparently because those people were also told to ignore the states travel ban ) . Basically they are saying “we realize 30 something people died trying to get to work in the blizzard and next time we are going to make sure it will be you all as well .
