job now requires reimbursement for used negative PTO

My job has a new policy where we now have to ‘earn’ PTO with every week we work versus allowing us to use it upfront in the past. This means if you ‘use’ PTO you haven’t earned and get fired/quit, they want to be reimbursed for that. How legal is that? What can I do to make the most of this? My last job had a similar situation but I never used the PTO when I got fired and they had to pay me out for it.
