Just got yelled at for clocking in early.

Apparently at this company you can stay late but not clock in early. Is it illegal if they don’t pay me for this time if it’s a company rule yet I was not notified of the new policy? I’ve clocked in early before but now that I’m looking it says there are payroll issues on 9 occurrences where I clocked in early and I’m not sure if I was paid for this or not.
