KPIs tailored for us to fail

Mind you, I'm actually quite happy with my job, and my manager happens to be the sweetest person on Earth. But I was speaking to her recently about how these KPIs seem to change to get harder and harder as my team is very efficient and good. I told her that this makes no sense to me, as the job is the same, and the fact that we're being so good should make us just top performers, not become mediocre ones by making KPIs harder every time. Her reply left me feeling a bit uneasy, she basically said that although he agrees, the way the top managers see it is that if everyone is doing so good with a KPI, then that means that KPI doesn't work. So then I said “Oh, so they need some of us to be bad at it, because if everyone is good at it it doesn't mean we're good, it just means it's too easy and it should be difficult and unreachable for everyone?” She tried to say no and play it cool, but she just confirmed.

It just feels so strange, they ask for 100, and when everyone does 110, instead of supporting us, they start asking for 120. What's the point???? So frustrating, they don't see us as human.
