Legitimate question – what tasks must scrum masters perform to remain occupied 35+ hours a week?

I work at a reasonably large (non-IT) employer that has part of its workforce in an AGILE setup. We have sometimes one scrum master for a single, small team (6 people) as well as a product owner. Day in and day out, I'm flabbergasted by how little she seems to do. It seems there is sometimes 20 minutes of work in a day that gets stretched out to fill the schedule, and the product owner isn't much better – in fact, he's quite unorganized and it's hilarious he was promoted to such role. My team is not presented with process improvements, efficient retrospectives, and it seems us members of the ART have to “upmanage” both product owner and scrum master. So for those who have first-hand experience or great knowledge of said role, and know the work involved in doing a great job vs a poor job, I would love…
