Long Time Listener, First Time Caller (Subject: Unions for Tribal Employees)

Hey guys, so I watch in the background a lot, and here lately with the senate striking down, well the right to strike for the rail workers, it got me thinking. I work for a sovereign tribal nation in a casino. I am kind of management, but have no power over raises or general pay, other than performance reviews, and even then I don't get a say on final percentage given (just a recommendation). My biggest question is: are we allowed to unionize? I'm trying to go through the NLRB, but I wasn't sure if anyone had experience in this area. I realize that even presenting any information I obtain to my subordinates may be career suicide, but I don't see any other option to get the pay they and we all deserve.
