Manager denies payrise citing “Granting payrises makes people work less”

A coworker who's been going above and beyond ask for a payrise, they deserve it compared to others working there. They get word back that they were denied because the manager believes that granting payrises causes the recipient to work less. I spent the afternoon supplying them with new roles paying up to 200% of their current role, and introduced them to work to rule. Now the coworker is refusing to do anything proactive, and saying no to anything they feel warrants more than their payrate.
