Manager not disclosing PTO hours

On our system that tells us our hours and stuff, our manager set it so we can’t see our pto hours and we have to ask them to email HR to put in the hours and see how many we have. in the past i’ve always been able to just see how many i have and just let my manager know when i want to use them. does anyone else have weird rules like that?
