Mandatory orientation without pay

Hello all. This post may just be an overreaction , but today I completed a 3 day orientation and found out they did not clock us in for the 1st hour of training on Monday. They state that we did not become employees until 10am that day even though we were required to be there at 9am to fill out tax documents. To my knowledge, any work related mandatory meeting is defined as work and must be compensated. I'm not super upset at the missing hour of pay but the principle that they stole wages the 1st literal hour of employment is extremely frustrating. By pretty sure that mandatory meetings count as work, I mean I spent time to find United States Code title 29 Chapter 5 part 785.27 which states:

Attendance at lectures, meetings, training programs and similar activities need not be counted as working time if the following four criteria are met:
(a) Attendance is outside of the employee's regular working hours;
(b) Attendance is in fact voluntary;
(c) The course, lecture, or meeting is not directly related to the employee's job; and (d) The employee does not perform any productive work during such attendance.
