My company reduced my hourly by 0.50 without notifying me.

Midlevel manager in a department of two. I report to the president. I am FT hourly and hired less and was to go up after a year. It did and now they reduced it… I have not had any trouble at work (that I know of!!) and our HR and payroll is a single person who has no backbone and just landed the position after shadowing the previous person…. My initial thought: Email HR/payroll and ask directly why this happened and how they plan on rectifying it.. thoughts??? I anticipate some bullshit answer, but I want to be prepared.
