My coworker harassed me and my employer didn’t terminate them

I'm making this post not only to rant but also looking for some advice/input. I work for a big corporate company well known around the U.S. About two months ago my job hired a girl who has been nothing but drama, who I'll refer to as B. Her and I have exchanged probably about 30 words with each other, all of which were work related. For the last couple of weeks, I've had multiple different coworkers approach me to tell me that B has been talking badly about me, claiming she doesn't like me and that I'm being mean to her, even though we have hardly ever spoken. About two months ago my job hired a girl who has been nothing but drama, who I'll refer to as B. Her and I have exchanged probably about 30 words with each other, all of which were work related. For the last couple of weeks, I've had multiple different coworkers approach me to tell me that B has been talking badly about me, claiming she doesn't like me and that I'm being mean to her, even though we have hardly ever spoken.

I am in a position where I do have to ensure my coworkers are essentially following the rules of their job, and she is new so there have been a few times where I have needed to let her know she has broken the rules/ done something incorrectly, all of which I have done respectfully. She has responded in a condescending way each time.

So a few days ago B went to one of our managers and accused me of neglecting to work at an appropriate pace in order to inconvenience her because as she claims, “I don't like her”

Our manager asked me if I was doing so, I explained to him that was a baseless claim. I also let him know about how I've been hearing that she has been talking about me for weeks now, and that I find this accusation interesting considering the situation. I also informed him that a week or so prior to this, B walked by me (in a tight space) and shoved me out of the way, and when I said “excuse you” she behaved in a condescending manner.

My manager went back to B, warned her not to create a hostile work environment and essentially took my side. This is when things really went downhill.

She essentially denied all of this. She then proceeded to call me a bunch of derogatory names, insults and then proceeded to threaten physical harm against me. All of which she said to my other coworkers, who informed me.

Several coworkers and I wrote statements to our supervisors about this incident. B was suspended from her job for two days. She is now not allowed to talk to me at work. My manager basically said she can't fire her because she did not directly threaten me.

However, now that she has returned to work she has continued to talk about me to our coworkers. I have informed our management of this. She has also began to act hostile towards the coworker who she believes wrote a statement against her.

I am wondering what to do next, I don't understand how this is even legal as I have reported her for harassment and she didn't threaten me?
