My Employer showed me a written 9k raise in my 2022 review and just stated that it was a mistake and that they were “very sorry but no raises were given out this year.” Do I have any recourse?

Had my 2022 review and my manager showed me my performance and written on it was a new salary which we discussed. She never said the words “I'm giving you a raise” but again, we did discuss the new salary. She and upper management are now claiming it was a big oopsie and that no raises were given. Do I have any recourse, legal or otherwise, and if so are you able to show me the law/statue? Edit: adding in the obvious but unfortunately for insurance reasons I’m not in a position to give an ultimatum of 9k or I leave.
