My manager says I take breaks when it is not busy

For context I work at a golf course and every so often we will have fifteen minutes or so where we do not have any people come up to me. My manager says that this constitutes as my 30 minute (unpaid) break and will be deducting it from my pay even though I have to stay in my placement and am not able to go on my phone or listen to music. He has been deducting 30 minutes from my pay even when I have not taken a technical break. Am I correct for thinking this is wrong? Or is this allowed?
