My old job won’t pay my PTO

I worked full time for company A last year and I earned 172 hours of paid time off which I never used. This year I switched from full time employee to PRN status and I started a second job. I now exclusively work at the second job as the pay is much better but I still remain on the books as PRN at company A just not scheduled for any hours. I called payroll and HR today and what they told me is that PRN employees are ineligible to use PTO or receive a payout for unused time. This seems unfair but my options appear to be: accept my losses (approximately $2,000-3,000) or go back to working at company A at a minimum of permanent part time and attempt to get the PTO money. Are there any other options or actions I could take?
