My Sister’s Employer Is Retaliating Against Her and I’m not Sure How To Help?

She's a student at a university, and a coworker was making sexual advances. She filed a Title IX report, and her employer's (the university's) solution is to encourage her not to take the report and file a no contact order. She did and they're using it as an excuse to force her to move. She doesn't want to move since she's lived in that door for years, but it's so obvious they just want her gone since she's raising a stink, and it's sickening to me. I told her to post on social media and go to local new stations, but honestly any thought here would be amazing, too. Additionally, she tried to go up the ladder but was told higher ups were “unavailable”. She spoke with a lawyer who confirmed it's illegal and workplace retaliation, but getting the legal system involved seems so extreme.
