Need help & advice

I work for a large grocery chain in their warehouse. I spent a few months as an order selector until I got hurt. I ended up on short term disability for 6 months and then am additional month on a LOA on my doctor's recommendation. I've been back at work for nearly 4 months now, full time with no issues at all until today. I received a letter in the mail saying that my calculated hours from October last year to October this year are averaging less than 28 hours a week. Because of that I don't qualify for my health insurance, pto, sick time, company holidays etc. I waited until this morning (my next working day) to reach out to HR. I talked to them & asked them 1. 1. If this was a mistake. (It wasn't. )
2. How this isn't retaliation for taking short term disability?
They told me I just have to think about it a different way.

For the record I needed to 2 surgeries to fix my hand after my injury, that's why I needed so long to recover.

Anyways, I'm fuckin lost here. Idk what to do. What I can even do about it. Any advice is welcome.

Edit: the only reason my hours average less than 28 is because if the short term disability.
