Need help…hired & put on notice?

I work for a large financial institution that hired me and 3 others in a permanent FTE cybersecurity role to specifically work remotely about a year ago and mentor/ lead others with less experience. They are now trying to get everyone back into an office and centralized at one of two physical locations. They mentioned we would have to either 1.) relocate at our own expense to one of these locations 2.) find another job internally or be terminated at some point in the near-future (e.g. August 2022 – June 2023). Is this legal or would it be unlawful termination?
