Negativity about a past employer

Ok I’m trying to job hunt and possibly staying in my very large company by moving to another division. But my question (inspired by another post) is how do I address the problem here. The client(we are outside management of client employed staff) reduced our staff last April. Since then we have lost more employees. We are currently 5 staff members short of the already low staff levels they set and the client has not posted job openings. As a side note several of them are people who retired and a couple who moved on to higher paying jobs. I am in the trenches daily doing hourly work and don’t really mind but I’m about to lose more staff. Two more are retiring. And its too much. I need to move on and transfer or go to a new company. Do i say that? I have no problem with talking…

Do i say that? I have no problem with talking about the situation in general but how does that come across? Especially if I do an internal transfer.
