Negotiate sign on bonus to transfer to different position?

My industry often has sign-on bonuses for new hires in technical roles. My employer has help wanted ads out advertising a sign on bonus of up to 10k. The position advertised is the same one they’re trying to push me into. I’m used car tech, they want me to go to mainline tech. No offer of a bonus, just a higher flag rate. I already have mainline manufacturer certifications they need. It’s harder to flag hours on mainline (customer cars) than used cars and I’ll need more tools to be efficient. it’s a lot of personal investment and I’ve told them that’s why I’m not going to transfer at this time. If I were to get the bonus they’re offering new hires, I could do it. Could I get the bonus that they’re offering new hires and how could I present that?
