New position, not being paid for it

So I work for company x for 5 years. There was some restructuring which landed me in a program manger position. Thing is, to make as much money as other program managers I have to “prove to them that I can actually do the work” however I was told that if they were to hire someone new off the street they would be compensated with the actual program manager pay. So essentially they want to under pay me a few months before actually giving me a raise and even have to go through and interview process which I was told again could take awhile, all while having to do the program management work. I’m in Massachusetts, anyone know if this is even legal?
