NLRB salary law + union question

Hello all (USA specific questions): As y'all know, we (the workers) are allowed to talk about our salaries with our coworkers. Recently, at my workplace, we were told not to do so by a superior and naturally, we went off on them to let them know that is illegal. However, my question is: is there any further action we can take to file a complaint or something with the NLRB for them saying that or is it only applicable if you are punished/retaliated against? That being said, could anyone advise me on the paperwork for the first step of filing a petition with the NLRB for a union election? Or point me in the direction of some useful resources that give a step-by-step guide? Gracias
