No visibility into my team’s salary as a manager

I'm a month into a new role, where I manage a team, including other managers. It seems highly unusual that I can't see the salary of my direct reports, or the salary bands for the roles that are fall under my reporting organization. I asked one of my direct reports about it, who is also a manager, and they confirmed that's how it is. I'm not lacking any permissions in the HR system. We unfortunately, aren't in a jurisdiction that has salary transparency laws (yet). These are gradually getting phased in over the next two years. How can I as a manager do my job when I have no visibility into whether my team is being compensated fairly? This is a privately held, non unionized company in Canada. I've already had my doubts about wanting to staying in this role past my probation period. This was yet another data point that suggests move on, this isn't the role for me.

Has anyone else come across this before? Seems so odd, in this day and age, where we are moving towards more, not less transparency.
