Offered a promotion, told I’ve got 0 negotiation room

For scope: I am acting as department lead on a live product, but the title was changed midway due to a ton of confusion and stepped back to senior. With time I might be acknowledged for the work, but my official title is senior. I still am responsible for the workload I had, and also manage people and deliverables. It's lame to correct people when they compliment my job as a lead. It has happened 4 times now and I just go with it to avoid being nitpicky. I'm getting an 8.5% raise w a promotion, but I feel like it should be more based on my workload. It isn't a terrible raise, for a regular Sr. I asked to upgrade my PTO instead, it's under 20 and above 15, sick is tied to it. I'll qualify for the next tier in q4. The max is after 4 years (3 days more than the middle tier). I was told the PTO is non-negotiable too.

Just frustrated because I really like this gig, besides feeling a bit taken advantage of. Maybe it is actually not feasible to negotiate PTO with a big Corp, but I don't agree with it. Time to brush up the ole resume again, I suppose.
