Office is too cold – how to make employers care

I work in a central intake center where we receive referrals for homecare services. They do not keep the heat on. It'll turn on for an hour or two in the morning then will stop putting out hot air. But the fan is kept on so for the rest of the day it is just blowing straight up cold air. It is impossible to work. For me specifically, I have really sweaty hands and he constant cold air against the sweat turns them into ice and it makes it hard to type and use my flingers. My job is basically transcribing information from the referrals to into the medical record system, so an important factor to my work is how fast and accurate I can process and send out a referral. I can't work as fast in this cold environment and I shouldn't have to wear my jacket, 2 pairs…

We bring it up to the managers saying hey X it's really cold in here and they'll just wow yeah you're right it is cold and walk away. I specifically asked my immediate manager to find a building manager to email and made him stand in my cubicle and feel the cold air actively blowing. He said he would – that was 2 days ago. Today is especially cold and I'm so sick of it. I go the the break room and bathroom just to warm my hands up under hot water. I walk around the office and come back to my desk shivering. I'm sitting here at work tearing up writing this. They literally don't care. How can I make this an urgent issue they have to take care of? Is there a chance I can get a doctors note or something to make them let me work from home. I have no other option but to sit here and take it
