On Call – Where is the line drawn?

I am an on call manager for a group home. I am called literally all day everyday. From my understanding, I was hired to be on call for call offs and emergencies. Not for every little piece of information and only for my group home. Now our boss is telling the managers we are taking HIS on call responsibilities on the weekends on a rotating basis so he can enjoy his days off. Mine starts next weekend … conveniently the weekend I am going away on a trip. He emphasized we won’t have to cover shifts, just answer questions. Wtf. I am paid 45,000 a year on salary. That means no overtime for this bullshit ever. Why is the guy who is making more money pushing this responsibility onto us? More than that, why the fuck does he get a break when managers NEVER DO? I am so pissed and can’t even change my situation at the moment due to limited hiring. Does anyone have any advice to draw the line in the sand? Do I have any rights here? Being on call this way was never in the job description. It’s supposed to be for covering call offs and emergency situations in your assigned group home.
