Opinions/Laws on Pay for “Upgrade/New Position” Training

If you have an established position, and are now asked/expected to learn more or take on other departments… should a pay upgrade come as training starts as an agreement or after you have hit some sort of mile marker into the training? (I know my thoughts and opinions, but I would love to see others)
